Professionally installed turbos with everything sealed properly. New oil, coolant lines, turbo hose, and gaskets. Also added Efini Y pipe. Boost pattern is 10-5-6
I have not tested the CRV or BOV yet because the old turbos boosted fine without the Efini Y pipe at 10-8-10.
BNRs seem to spool up a little quicker but with low secondary it ruins all the fun. They do smoke at startup but once warmed its ok. I have intake, Efini Y pipe, SMIC, DP, Catback and reprogrammed ECU. I have the stock pills in both lines. What could the problem be?

You have a larger wg since its ported and your opening it the same as before so your loosing more exhaust. You need to adjust all your boost control settings when you enlarge the wg. You'll probably need to play with the boost some to get it just right
Also, what oil are you using? Is it thin or maybe synthetic? I'm running 20/50 with no problems.

I changed to #64 and #67 holley jets in the lines and now the boost is 10-8.5-7 which is a little better but I want to have perfect 10-8-10 before I add midpipe
Also I Efini Y pipe did not come with a new O ring and they might have used an old one, could that cause low secondary?

Well, there really isnt any point cause your going to get it perfect but when you add the mp its going to change. You need to add the mp then get it perfect. You should also try the HD valves as show on Rob's site, its easier to make changes and you have more flexability since you can make extremely small changes. Its harder to get everything right with pills on a car with this many mods.
Also, exactly what all mods do you have? What computer system? If your running the stock ecu you need to make some dyno pulls to check your a/f since your running upgraded twins.
And to answer your questions about the Oring, you need to make sure they put one in there. You could be leaking boost which does 2 things. It will make your boost lower depending on how bad the leak is, AND if will over spin the turbos which is very hard on them.

So your saying I should get the MP first? On my old twins when I added the midpipe I got 13-15-13 which is what I wanted (stock pills). So I was hoping to have 10-8-10 before adding MP. The 15 was the spike at transition and maybe the ported wastegate will reduce it. I'm running RP reprogrammed ECU

Since your getting low boost the mp might actually put it right where it needs to be.
You know, since you changed out the Y pipe, they might have hooked up the lines wrong. You need to check and make sure all the lines going from the lim to the Y pipe are correct. Dont under estimate the stupidity of a "Professional installer" haha

why not upgrade to a power fc or something like that in terms of fuel management... i would think it would be more difficult just having a reprogrammed ecu and not being able to adjust it... but then again, i guess you don't really have a dyno available to sit there and tune all day either...
got new Oring but that did not help. I would get the MP to increase my boost but that would stess the turbos becasue they shoud be at 10 now

It seems clear to me that you need to fiddle with the boost control some more. You have changed several aspects of a system that was "hard coded" into the ECU. Your choices are to make another adjustment on the WG pill (probably no need on the PC), set yourself up with some valves in those lines so you can manually adjust them, or to go with a probrammable boost controller, like the Profec B. If you go with a Power FC, then that will also let you adjust the WG duty cycle.
Getting a MP is a completely seperate issue. Well, its' clear that you are changing your system, so maybe swapping pills isn't as good a long term solutions as something you can adjust more easily.
