Maybe the air pump or alternator or idler is actually what's screeching and its not the belt?

belt dressing is junk!

replacing the belt would be the best option but instead you could do the following:

while the engine is running (but still cold for safety reasons) spray some carb or brake cleaner to clean that gunk off the belt. Then lubricate the belt with white lithium or my favorite, silicone lubricant.

You may think this will cause slipping or that this seems like the exact opposite of the sticky belt dressing, but give it a try, it'll work. You may need to reapply (depending on the condition of the belt) but not nearly as often as with belt dressing, and there is much less mess.

Yeah, just make sure to take care of that asap. If that belt heats too much while making the high pitched noise, it can break and cause a good bit of problems, most notably affecting your water pump function. I went ahead and replaced mine, and made sure everything was tightened to spec.

Aside from checking the belt, also look at all the pullies ands make sure there are no nicks, grooves, or other damage to them.
