AST coolant spray...why?

Well i bought a new AST pressure cap. The old one was looking sort of used and was told to replace it. i than went and bought a 16psi one. i'm fairly sure the old one was 13psi. now the new one started leaking as if it was over pressurizing. i returned the new cap because i thought it was faulty. but the same thing is happening to this cap. so i'm not sure whats happening? do i need to have a 13psi one? i figured that a 16psi cap would be fine. any help would be greatly appreciated.

there's no oil in the coolant..nor does it bubble like it might if it was a blown water seal. anyone have any ideas?
