I believe those are "Phenolic spacers." The idea is that they act as an insulator, so less heat is transferred between them. In theory, they could prevent heat-soaking of certain components. In reality, how do you know which parts are hotter? It might be worse to prevent heat transfer, in some cases.

Not many. Taking off the turbos, uim, and lim is a heap of work, and once it's done I think most people want to install something that's guaranteed to work. If that phenolic can't handle the heat of the engine block or leak, that would be pretty crappy. I'm curious what kind of material that is.

However the principle is sound - insulating these parts thermally will reduce the temp of the LIM a little, and the UIM a lot. This would lower air intake temps, the readings on the air intake temp sensor (assuming it's in the stock location), and bake everything in that area a little less. If I was bored I would start by installing the lim/uim gasket since it's easy, and if it works and seals well, install the lim/block gasket later.
