Is there anyone that can confirm that they DO have heat coming out of the dash vents? That's likely the better question.

Mine was always this way (i.e. never hot air out of face vents), and another '93 R1 I drove back in mid 90s - who also had low miles (around 15K at the time) - seemed like the air was just a tad bit warmer in his on the same setting, although certainly not what I'd call very warm. I was around 8K miles at the time, btw.

Oh, and back in '94 or so I had the tech check this specifically (he was a known 7 "expert" in the area, not just a regular Mazda mechanic), to which he wrote on the R.O. : "normal operation on this setting".

Tried it today. Mine blows heat from top and feet but no front vents. Mine has 62k on the clock with new motor.
