Air Pump vs A/F Meter

Hi
Please can someone enlighten me.
I have a homemade a/f meter with 10 leds. 3 green (rich), 4 yellow (stoic), and 3 red (rich).
While cruising in 4th gear at 35mph ( approx 2000rpm ) my meter will be flicking between red & yellow
but then I can hear what sounds like the air pump coming on and my meter flicks to the first green led.
In my case that is the 'power led' the one the lights under WOT.
The pump can stay on a while unless you take your foot off the gas, it will then go full lean but the cycle then repeats.
Cruising at higher speeds, approx above 45mph this doen't seem to happen.
Is this behaviour normal for the air pump ??
