Air Pump shorting out on housing

I've lost some of the insulation around the wiring on my airpump and it's causing the airpump to stop working when it grounds out against the metal housing. Other than a good electrical tape job, has anyone come up with an efficient cost-effective solution?

From what I've learned, the airpump is turned on when it grounds, it always has power running to it, when the ECU tells the relay to close, it grounds the air pump.
