Air Pump fixed, problem solved!! but need help with something else?

Ok so I replaced my ecu AGAIN, when I recieved it today in the mail, and it seems to be driving fine with no problems, and my air pump finally works a MAJOR accomplishment. Howver before I try and pass smog, I want to make sure I dont have any leaky vaccum hoses for the air pump. Now in the manual there is a testing procedure, and im a little confused by it... There is a small air hose, it says to "verify that air does NOT flow from air relief valve.." does this mean that at idle I should not feel any air here at all? and when SHOULD I feel air ? so confusing, here's a picture to clear up what im trying to explain, any help is greatly appreciated
