the one under the elbow is in = lower out = higher idle. as the screw lets more air bleed through

Yes, tighten to close for higher idle and on both screws from what I remembr (to the right). I beleive the manual says the one under the elbow is done second for fine ajustment.

On the front of the throttle body is a screw in a vertical position. The screw is about one inch in length and has a cinch nut at the base where it screws into a metal tab. Below the tab, the screw comes in contact with an arm on the throttle louvre mechanism. You need to back off the cinch nut and adjust your idle by turning the screw up or down. Turn right to raise the idle, turn left to lower the idle. The screw below the intake, called the air bleed screw, can also affect idle. It is sometimes necessary to adjust both to get a balance, but I always recommend adjusting the one on the front of the throttle body first to see if the idle will settle down. In a thread posted about two weeks ago, this whole thing was discussed. Kento! Where are you?

It's right next to the throttle body cable -- you can't miss it. As for adjusting the idle, I just use the one under the throttle body elbow to adjust it. I screw it all the way in to bring the idle as low as it can get, then open it up a little to raise it to my desired RPM.
