99 twin turbos- compressor catching on housing (rubbing)

I am working on a set of 99 twins and when free hand spinning the turbine, the fins contact the housing. There is almost no shaft play, and its like there is a very small clearance between the housing and fins that when spun up allows the turbine to "float" and not impact.
Just want to make sure these are ok before they go back in a car.

Sounds like the abraidable seals doing their job to keep minimal clearance.

Cleaned them up and everything looks to spec .
Found my oil leak and boost issue! I had a issue with one of the actuators. Should be a easy fix .
