93 rx7 engine compression need help

Hi I recently bought a 93 rx7 13b engine core knowing that the front rotor has no compression but when I looked through the exhaust port I noticed that the apex seals are in good condition but now im wondering if the apex seals are stuck in the rotor from carbon deposits or if the apex seals springs are bad any suggestions on what could be the problem.
Thanks

Typically apex seals break at the corner, not the middle. You usually can't see the full extent of the damage through the exhaust port.

Only way to know for sure is to take the motor apart.
