Block off plates are used to cover up openings of components which have been removed. There is no up or down side, it's a necessity if you are removing components (such as emissions control).

 

Once you start heavily moddifiying your car then you can get rid of the emisson controls. You can also do it if you have a power fc as it doesn't care about those componants. Your factory ecu will throw codes if you remove them unless you put in the proper sized resisters in their place.
