6.5-5-5 boost problem...stumped

I have just bought an Fd and im experiencing a boost problem...The pattern im getting is 6.5 - 5 - 5. I took it to my local Rotary specialist mechanic and he diagnosed the problem but it was never resolved. He check all the vacuum hoses none were ripped and all the clamps were tight. He checked all the soleinoids and acuators... TCA, MCA , and PCA... ALL were working fine and everything was right...He's telling me that it might be from a wrong ecu because the car originally was from texas and it has a california state ecu...Could this possibly be the problem for not boosting right...IF not than can it be from a badly clogged Cat...
Also these turbos were rebuilt about 5,000 miles ago with the engine and the engine has low compression on the rear rotor 83psi but i know that this cannot be the problem.

Should i check for anything else because right now im really stumped and dont want to spend another $400 dollars for someone to diagnose this problem...

Thanks

Did your "rotary specialist" check for the pill in the wastegate actuator line, and carefully check to make sure the hose had not expanded or cracked around that point?

What about the lines to both the vacuum chamber and the double throttle control on the TB?

You also need to ensure that the electrical connections for the solenoids aren't switched.
