5psi boost in neutral

Is this normal? i just got a boost gauge today and hooked it up, and it would only hit 5psi while in the garage. Is this because the car is out of gear? the turbos have been replaced about 2500 miles ago by the PO via KDR, so i'm sure it is hooked up correctly.
Car is all stock with the exception of a downpipe.
Oh and i'm not able to get on the road to test it because of the snow.

Usually, 4 psi is about all you can get while in neutral, so that's about right. You need a load on the engine (i.e., in gear) so higher boost pressure has time to develop.
