Did you push the throttle linkage on the rear of the throttle body away from the fast idle cam to make sure it had not been sitting on the cam? If you did that, did the idle drop down, or not?

i'm not exactly sure where the isc is.
Actually Mazda calls it (in the 1994 FWM) an Idle Air Control (IAC) valve. It is one of two ECU-controlled intake air valves mounted on the underside of the UIM. The IAC valve is the one closer to the driver's side of the engine compartment. The electrical resistance between its two terminals should be 10.7 - 12.3 ohms. And its actuating rod should move smoothly. With no current through its coil, the valve should be closed by an internal spring.

I was able to reach the plug without removing the UIM. And was able to remove the whole ISC it self without removing the UIM. Its a bitch but it can be done. Unplug it and see if it helps.

Have you tried spraying carb/brake cleaner in the engine bay to see where you might have a leak? The idle will start to drop if you find the culprit.

So Mazda called that valve an Idle Speed Control (ISC) valve in 1993, but called it an Idle Air Control (IAC) valve in 1994... They did the same thing with the Miata; changed nomenclature from ISC to IAC in 1994. In the case of the Miata though, that unit actually changed quite a bit.

i think rotarybuddha was right!!!!
my isc is making 13.8 ohms and for a few seconds it jumped up to 19 ohms! should i go ahead and replace it?

Well that means its out of spec, so you could just leave the thing unplugged and retune your PFC for manual idle control. Or it would be easier to just replace the ISC. Their are probably a couple in the for sale section from people removing them. I would sell you mine buts it was broken like yours.

i think i'll just replace it but for now just leave it unplugged
i just went back to test it again and now it only makes 9.4 ohms

IAC valve unplugged = closed. ISC valve unplugged... don't know. Is your warm idle still around 2K rpm?
