2nd Turbo Question

I HAD FOUND A HOSE OFF OF MY PRESSURE TANK DISCONNECTED, CONNECTED IT AND WALLA-2ND TURBO WORKS. I TRIED TO ADJUST MY TPS CUZ OF IDLE PROBLEMS, MADE IT WORSE. GOT IDLE ADJUSTED AND 2ND TURBO DOESN'T HAVE BOOST. WHEN RPM IS ABOVE 4500 AND I LET OFF THE GAS IT GIVES ME A BREIF WHINING SOUND. ANY IDEAS? WHAT THE HELL DID I DO?

The Y-pipe sits on the turbos. If you take off the intake hoses, and the crossover tube (going to the top of the intercooler) you can see the Y-pipe in it's entirety.
