2 or 4 rear brake lights bulbs?

Today I disassembled the rear light assebly to install the center brake light (bought on ebay) 'cause our italian models don't have it
i noticed a curious thing about brake lights:
i know that they are the outer ones
i mean:
there are 6 bulbs in total
2 for turning light and 4 for lights+brake lights
the two brake light bulbs (the outer pair) are shared with normal lights
but i noticed that all four of them are double filament bulbs (10+21 Watts) and even the bulb holder (plug, cap call it as you want) is set to receive a double filament bulb
but the inner pair has only two cables running to them so the brake light won't work
maybe in some country you have all the lights with double filament working???
