.55 kg/cm^2 is a little less than 8psi, right around wastegate spring pressure.
you control boost with the wastegate actuator. A typical setup is to run a manual boost controller in-line with the pressure source for the wastegate. Then you cap the other nipple on the actuator and remove the wastegate/precontrol solenoid assembly completely.
IMO, and this is speculation here: it should still be possible to control boost with the PFC if you left the wastegate solenoid lumbing hooked up with the restrictor pill removed. Then turn off sequential turbo control in the PFC and set your boost. Set the "primary" and "secondary" boost values to the same level with the same duty value for both and it should control boost decently if you fiddle with the duty settings some.
