Its for reducing the efficiency. They clip (ie physically cut/trim the blades) the turbine wheel when your turbo can overpower the waste gate.

Another common method of equalizing turbo lag is to have the turbine wheel "clipped", or to reduce the surface area of the turbine wheel's rotating blades. By clipping a minute portion off the tip of each blade of the turbine wheel, less restriction is imposed upon the escaping exhaust gases. This imparts less impedance onto the flow of exhaust gases at low RPM, allowing the vehicle to retain more of its low-end torque, but also pushes the effective boost RPM to a slightly higher level. The amount a turbine wheel is and can be clipped is highly application-specific. Turbine clipping is measured and specified in degrees.

now would you say it is better or worse? wat are the ups and downs to this

People are looking. .

but no one is saying anything. . so from wat i understand this gives you that instant torque? does this cause more wear on your engine from have the turbo spoolong longer and at lower rpms? and this improves low end, but does high end not do so good?

never trust wikipedia..... what is stated above (im assuming you quoted wiki?)
is false....

it will not increase torque.... the only real way to increase torque is to increase the combustion pressure
it does not give you any real benefit.... its mostly to reduce unwanted amount of backpressure for higher RPM flow.
its not a significant mod to a stock turbo, and is just a waste of downtime and money IMHO.

if you want to up the boost on a stock turbo, save your money and send it in for one of the BNR stage upgrades.
the stock turbo is known for boost creep with some upgrades, and the best way to lower the chances on that happening and risking your motor is to modify the wastegate port and flapper door. but even i wouldnt do this unless i plan on getting a better turbo in the near future, even then i'd stil be hesitant

as such Wankel FC has said the truth as well
