I believe the 13b from a 2nd gen RX7 is a direct drop in for an FC3S...
Seriously though, you would probably just want to get an shell and swap it over. Simple and no fab work required.

Also, Kennedy Engineering sells a transmission adapter that attaches a 13B to a VW transaxle. There are lots of cool kit cars around with low resale pricing.

Especially since the rotary mounts in the opposite way of most piston engines.

If I do put the engine in a different car how will smog go?

The smog rules are governed by the new chassis you'd be putting it in. The new engine must have at least as many emissions controls are the original engine. But if goes into a '75 or earlier, it would not need smog testing at all. At least until the Governor passes legislation to do away with the smog exemption. But that's CA for you. So if it's in a '76 to current chassis, the car has to be taken to a state referee to be approved. They will smog test it and scrutinize every little detail. You'll get a sticker that explains your engine swap to future smog testers.
Or you can just put the engine back in another FC and call it a day.

I"m pretty sure you can legally swap a newer motor into any chassis that was made befor the motor was. As long as you keep all the emissions stuff, and the motor isnt altered. And you will have to take it to a referee if you wanna get it registered.

If you have to ask that question the simple answer is no... unless you have deep pockets... then anything is possible.
Just get an FC, there are so many rollers for sale.
