Question Will the rear e-brake auto-adjust without brake fluid?

I've just rebuilt all of my calipers and replaced all of my brake lines and e-brake cables.

Now the e-brake works on one side but not the other. I have confirmed the spindle lever is retracted fully on both sides. It actually retracts further on the side that isn't clamping the disk.

Should I expect the e-brakes to work even though I haven't yet added brake fluid to the system and seated the pads? I am trying to figure out if I need to take apart that caliper, or just add fluid to make the whole system work.

I have TII brakes with the vented read disks, if that matters.

likely not, the e-brake should be adjusted with the pads resting lightly on the rotors, if there's a large gap then they won't be effective.
