Yes it will i did this for quite some time. The main difference i believe is just the spring inside the turbo AFM is slightly stiffer.

An NA AFM on a Turbo will make the engine run rich.
A Turbo AFM on an NA will make the engine run lean.

So you're is the safer of the two situations, but it's not recommended for much more than getting the car mobile until you can replace the AFM with the right one.
