Will damaged O2 wire prevent a car from turning over on start up?

The O2 wire coming from the engine not the O2 sensor wire itself is broken and somebody spliced it back for me but the car wont turn over, it tries but that's it. Priming the fuel system will not help. My car is a 1991 COUPE NA.

No, it won't stop the engine from starting or running.

One thing to check is the voltage w/key to on of the Brown/White wire at the boost sensor as it should read 5 volts. If it has a really low value then the car will not start.

Have you checked for spark. If it has spark then that rules out some pertinent fuses such as the main fuse, EGI fuse and the engine fuse (all necessary to run the car).

And the video you provided sounds somewhat like a flooded engine. Make sure the plugs are dry and not wet.

I agree with satch, it sounds flooded, it tried to fire

It almost sounds like it could be a dead rotor too, but, it sounds pretty strong rolling over

Deflood it and keep trying

Sounds like a sewing machine, no compression. Many years ago when we purchased the '88TII new, over the winter it wouldn't be driven for several months and in the spring it wouldn't start, no compression, typical sewing machine sound, so the first time off to the dealer under warranty. Can't tell you how many they had in there after not being driven and no start. They used the old ATF trick and the car started right up. I was so aggravated with this and the with the trailing plugs not firing, Mazda design flaw, I wrote to Jim Mederer who promptly responded but couldn't yield any positive information. The '89 TII has never experienced this problem.

Back to your problem. Can't see how there would be a compression problem when the engine was fine the day before. The '91, if flooded, can be cleared with the pedal to the floor, but I would first check the plugs. If fouled you can hit them with a flame/torch to burn the residue off, pull the fuse and turn the engine over with the plugs out to clear the engine and then you'll be able to hear if there is compression or not.
