Why isn't my T2 pulling so hard after 4k???

well as the topic says i'm having problems with my 88 t2. When i'm going over 4k RPM it kind of revvs slow and it pulls good till like 4 or 5k RPM and then it slows down, it still pulls but not as hard. My mods are Intake, Exhaust, midpipe, fcd. I think that everything is stock, on boost gauge it shows around 7psi. so tell me what you guys think.
I'm gettin s-afc and fd fuel pump soon. I don't know if it will help me

Do you still have the stock downpipe? If so it might be plugged up. My car had the same issue. It turned out that my cats were plugged up.
