Easy? If you own a body shop and can weld aluminum or if you don't own a body shop you can pay someone enough money to do it. Easier said than done but it is doable. I saw a carbon fiber one on this site an it might work for you.

Just cut the scoop out, rivet it it to an N/A hood, Bondo it, sand it, paint it - done!

if you have a TII, and you are still running your TMIC, then you cannot use a reverse hood scoop. You must use your scoop to draw air through the IC.

No, I think he's talking about a fibreglass piece that bolts in place of the stock plastic part of the Turbo's hood scoop. It's a direct replacement that turns the scoop into a slatted vent. I found a Japanese website that had it about 12 months ago but now I can't find it. I remember it being very expensive for what it was (~US$200-400 I think) and wondered why no one had done a cheap copy, because these are a really good idea and would sell like hot cakes for the right price.
BTW, if you have Gran Turismo 1 or 2, it's on the race-modified FC!

Man, everyone on the forum's obsessed with carbon fibre! Fibreglass would be a lot easier, cheaper and just as light. Why does it need to be strong? You dance on your bonnet?!
