Does it do it WHILE your foot's in it?
Sounds like a vac leak - or an intake piping leak. I also have an 86 GXL, and a similar whistle... Only difference is that mine comes AFTER my foot's in it, once it comes OFF.
Kinda oflike the manifold purging air pressure (read: BOV).
As far as that goes. I dunno.... I'll watch the thread, an hopefully learn somethin' too!

Make sure your intake hose is intact.
Here's what ya do:
Go to some parts store (Or Walmart, if you're like me and work on **** at 2am), and get STARTING FLUID. NOT CARB CLEANER Cleaner will bog your engine (trust me, I tried it), Starting fluid willmake the engine rev if it's intro'd to the intake, or pulled into the engine via vacuum leak.
Start the car, and spray the STARTING FLUID around your intake hose, and airbox. If it's gotta leak, the engine will go up idle.
While you're at it, you can check for vacuum leaks the same way. Just spray it on/ around your intake manifold.
Same result.

I know that the air pump (which helps lean out the exhaust) whistles... When you swapped out, did you leave the EGR? That makes noise, too.
I think mine's from the intake side... Maybe the air pump.

It couldn't have been the airpump either since I haven't had one for awhile. The same goes for the EGR as well. It still did it after my emissions removal (I pulled EVERYTHING out) and stopped after the exhaust replacement, so it has to have been one of those gaskets or something.

I ahd it happen to my lawnmower once. It used to smoke alot after I first pulled it out of storage for the summer and I just figured it was the stabil and old gas. It turns out the spark plug had become loose because someone *cough* forgot to tighten it down after he sprayed oil in the bore to prevent rust.
It didn't so much shoot out as kinda "pop" out of the socket with a little poofy flame and fall to the grass. I further solidified my stupidity when I immediatly reached down to grab it and burned my fingers..... <sigh>
