It's for the twin-scroll control system. The flap closes off one of the turbo's scrolls (the passages to the turbine wheel) at low rpm to increase gas velocity and hence spool the turbo faster (less lag). At 2700rpm it opens to allow both scrolls to flow.

With the hose disconnected the flap remains open. Assuming the solenoid is still in place on the vac rack and is functioning correctly, if you reconnect the actuator your turbo should spool up faster at low revs.

You're wrong. Faster spool is always better.

You can, but you would get low-end power if you reconnected it back to factory specs. You would gain nothing but simplicity from leaving it disconnected.

Look in the FSM, page 4B-53.

You can leave it disconnected if you want, no harm is being done, but unless you've upgraded the turbo to something bigger you'll find the car drives nicer with it working.

There should be a metal vac line coming down the back of the eninge from the vac rack. See the FSM page 4B-5.
