What's a safe oil temp?

I bought and installed a (used) belly-pan, and it made no difference whatsoever in water or oil temps. Is it because the foam is missing? Where do people get the idea that it improves cooling 20%? I know I've read that in a few threads.

I'm not sure where the "20% improvement" myth comes from...my results with the belly pan mirror yours, no noticeable change in temps.
It is useful as a splash guard though.
