Arrow whats better for emissions?

ok guys, i have my old *** stock CB on, but im getting the RB CB soon.

so im wondering which is better for emissions? which would make it more likly for me to pass. and yes im going to put my cats and airpump back on. but im wondering because the stock cb is more restrictive and it might give me better results, but it also has holes in it, because of the age. and the RB is more high flowing...

let me know what you think.
