Under my hood on the passenger side, I saw these unplugged. What are they and where do they go?

If I'm not mistaken your quick release (steering wheel I take it) has nothing to do with your cruise being unplugged. That cable just hooks up to your throttle body.

Oh sorry cos I thought that if you install quick release, you lose the cruise control button on the steering wheel. im not sure where the cruise control switch is on the inside of the car though. I think the previous owner took the cruise control out. I drive a 90 rx7 gxl.

There are no switches attached to the steering wheel, the cruise control switch is on the gauge surround.

the cruise control switch is on the right side of the gauge surround, next to the wiper switch.
