I believe that is your BAC valve. If you have accesories do not take it off. I removed mine but i have no a/c or power steering. The BAC adjusts the idle under different loads.

That is your BAC valve. Its use is to raise the idle when the engine is under load. Those 2 connections are for a coolant line that runs from the top of the water pump housing to the back of the throttle body. It serves only as a connector, as the coolant does not flow into the BAC valve, just past it. You remove those lines when you do the Throttle Body mod, which was probably done by the previous owner.

Ah, in that case, there is a small coolant nipple on the top of the water pump right below the alt (at least on S5 Turbo), and a coolant nipple on the top of the TB, right where it meets the UIM (again, on S5 Turbo). Run a line from each of those to either side of the BACv.

You could do that, yes. But If you do the TB mod, you can eliminate the hose altogether.

TB mod is the elimination of the extra set of secondary throttle plates (and in most cases along with the bunch of crap around the throttle body that's not needed when removing those plates)
