What is it, and is this normal?

Yet another silly question. I'm almost finished putting things together from the swap. I think I've got the electrical finished I just have a few interior things to wrap up, as well as UIM, fan shroud, hanging the exhaust, and other simple stuff.

Anyway, I put the battery and turned the key to the on position, just to make sure that my dash lights and all got power, and I noticed that device on the firewall, right over there next to the charcoal canister and cold start assist (labeled FB05, and shaped like a thin oil filter). When I turned the key on this made a humming noise like it's a pump or electric motor, but I can't find anything mechanical on it, only electrical connections.

What is this, and what is it trying to do when it's "humming"?

I'm sure that this has been covered, but it's kind of hard to search for something that you don't know the name of. I'm sure you all understand.

btw, didn't forget bout your dif. I just have to get this car running and out of the barn before my step dad decapitates me, he really wants to put his boat back in there.
