Question What... is this? and is it Important

I was Under my hood Today Playing with my Shaft for the Aux ports.. and Noticed some Broken Wires on the other side of the Intake Below the BAC.
Im not sure how long its been like that.. Cant seem to Pass air Threw it.
What is its purpose? and should i Re solder the Contacts for it and Get it working again?

That sits right underneath the BAC valve. I'm not sure what it is either though. I would fix and reconnect it anyway.

Part is an idle related item. It is an air bypass solenoid, it clicks on when the power steering is in use to help keep the idle up. On a car with no PS its a useless item, ive discarded mine as it was acting stupid and causing a bouncing idle that wouldnt go away (idled at 1200-1700 when normally it idled at 750~800)
