On real race cars, they hold the hood on. On street cars, they are pointless and look stupid (in my opinion).

Many carbon fibre and fiberglass hoods use pins instead of hinges and latches to secure the hood.

They can also be used on modified cars that retain stock hoods and stock mounts, just as a safety measure.
If you have a car that can go over 180mph on the highway, the amount of air pressure going through the front of your hood is pretty substantial, and you don't want it to pop your latch and fling your hood off and into your windshield (it has happened).
For my 20B FC, it will retain a stock fibreglass TII hood, but the front of it will have 2 hood pins on it for precautionary reasons.

or to hold a flimsy hood (fiberglass/carbon fiber) so that it doesnt flap/flex around etc at speed
many people do this with the mazdaspeed hoods for FD's because theyre supposedly pretty flimsy.

But on race cars I see with hoodpins they use them at all corners and use no hinges or latch, just take the entire hood off real quick.

You also need the hood pins to retain the hood if you remove the stock hood latch in order to cram a huge intercooler in your FC's front end. It may look stupid, but it's not necessarily pointless (See law #2).

they're rice mods when people put on just the top of them for looks, when they aren't actually doing anything.

Some TII's came with steel hoods (booo!) and some with fibreglass ones (weeee!). I'm not sure if they were 100% fibreglass or not, but they weigh in at 29 lbs. I think the steel hoods are around 42 lbs but that could be wrong.

Don't you mean aluminum, not fiberglass?

Correct, there were no stock fiberglass hoods. You could always make a stock-spec hood out of fiberglass, though, and then call it a "stock fiberglass hood".

I don't think you were too far off on the weight. A well-made fiberglass hood reinforced with S-glass would probably weight close to that, although maybe a couple of pounds lighter. These CF TII hoods weigh 23 lbs:
