What are EGR valves and acv valves?!!!!

What are EGR valves and acv valves?!!!!
Sorry to sound dumb, But i here everyone is blocking these valves along with a few others!? what was the purpose of these vales and what are the benifits/sideeffects of blocking them??? can they damage anything by being blocked??

Egr= Exhaust Gas Recirculator
ACV= air control valve
both part of the emmisions, if you have no air pump or cat, its a good Idea to block these off since they don't work with out the air pump.

ok, well i just put new exhaust on, and i have No cats, so you recomend i Block Both? or just one?
... about the search thing, ya ill do that.. i realized im probably pretty annoying asking things that have been coverd 10 000 times... thanks for the help tho!
