UT What is this????????

hey guys im wondering what this is it is. the diafram that sits below the turbo and wastegate actuator. it has a steel line that bolts to it,and it is also connected to the turbo manifold any ideas?????

It closes off one of the passageways betweem the exhaust manifold and turbine housing under 2700 RPM to increase exhaust gas velocity, and improve low end boost response.
