OR what is this?

I was changing my fuel filter. Found this hanging out. Does it need to be just grounded down or does it actually need to go to something specific?

you usually find one on the clutch slave bolt or the chassis near the trailing coil.
they are capacitors that smooth out the signal for the oil sensors.

I've always described it as a chunk of Black Hash with a washer stuck to it and a wire hangin off it!

Id just undo what ever was done to get it there. find the nearest bracket and put a bolt through it. Im sure it will have evidence of a prior connection as this piece does. Last thing you want is more grounding issues with this car lol

Lol nice i see the resemblance! Now just gotta find it an put it back on. Swapped mine out for a new wire, who knew that little piece actually did something.

Lol it's not there for bling. Other than reasons stated, sometimes used to reduce radio noise from ignition IIRC.
