I'm no carb expert, but the Weber side draft i have is the weber DCOE. The down draft webers i know of are the IDA's, the most common one I hear about is the 48 IDA

Depends on what sort of power you're after. Downdraft IDA's use a short manifold that is good for top-end power but not so good down low. Sidedraft DCOE's use longer runners to place the carb on top of the engine, so they have a wider spread of torque at the expense of some top-end power.
In this part of the world downdraft carbs and TB's are far more popular than sidedrafts on rotaries.

There is a sidedraft manifold made by atkins that has EXTREMELY short runners, but I don't think this manifold could be used on the street.
Just remember that you will have to tinker with this set-up a lot, to make the best power.

DGVs, DGASs, or DFAVs are all too small for the rotary, as far as I know. DGVs for certain. Plus the manifold would probably have to be fabbed. Although, at that point, it might be interesting to do a dual DGAv set up....

Well now that your mind is made up on going carb, I would go with down draft if you are looking for over all performance. I had a 86 gxl that converted to carb. (mistake) IMOP!! I bought the kit from MAZDA TRIX with the 45MM DCOE webber side draft and had a very reputable rotary shop do the install. I lost 20Hp from stock (just a estimate) but it was 100% tuned. (I'm also 5000ft above sealevel. I then ended up buying a 50MM SP webber side draft and was probaly at stock hp level again (150)hp. I can't say I had any gains in doing this experiment MY losses were loss of HP, bad gas milege, horribile exaust smell, and I had to pre mix my oil. the 50mm you had to lose your oil metering pump. If you do go with the webber set up I will give you a brand new webber carb manual if you want. they also make a LAKE CITIES manifold for the webbers that shoots right off the side. by your strut housing. they had to mess with the jetting and such. but on top of it all it cost me over
$2500 for everything said and done. I drove my car on the streets, not SCCA but if you intend to use it stricktley for race I would go with the 48 or 51 IDA down draft. thats the best set up. I ended up putting my hole 13b set up out of my gxl in to my 84rx7 gs. now that little bugger scooted. i sold it though. I think Holley is the only up right draft. let me know if you want that manual because it just collects dust in my garage.
