water pump to rear housing connection? need help

Hey guys! I have a quick question regarding a connection that is supposed to go from the top of my rear rotor housing to the back of the water pump.
I bought a 13b s4 that was in horrible shape, it has been rebuilt but was missing a ton of stuff. It is getting a holley installed on it and step 4 on the installation says "Using a portion of the supplied 3/8” ID water hose and (2) hose clamps, connect the tube on the back of the water pump housing to the tube extending up from the rear housing. The routing of this hose is very important since it must clear the throttle linkage"

apparently the guy I bought it from blocked this off unless there is another connection I am not seing, I just want to verify that these are the 2 places the hose is supposed to connect to, and my second question is what is its purpose? it does not say in my manual, or in the instructions, and is it bad that this was not hooked up before? Thank you guys a ton!

nipple on top of rear rotor housing area

back of water pump with what looks like rtv over where im guessing the connection is supposed to be

It's purpose was to route coolant through the throttle body and the BAC valve. Since with the Holley setup you have neither you don't need it. They just have you to connect the two to complete the now broken path removing all that stuff leaves. Since yours is blocked off I think you can omit that step, Though I might look into a better way to block the one on the rear housing. Not sure I fully trust that cap. Though maybe not much better I have used a piece of coolant line with a bolt in it and a hose clamp on the bolt.

Thank you so much! I figured it had to be something like that, but didnt want to skip it and wind up hurting the car later
