water in oil after rebuild

i just got done rebuild ing my engine and puttingit back into the car. last night we added the oil and then the water, we keept putting water in and adjusting leaks most were preety simple TB, T-stat, a hose or too, then all of a sudden i notice oil coming out of the inlet tube. we stopped what we were doing and took a look, pulled out the dip stick and water was all the way to the top of the dip stick, wel oil and water mix!!! we only used 7quarts of oil and the car is turbo s5. so what could have happend ? the car has yet to be started we checked our lines to make sure nothings crossed but no luck everything seems to be in order. tryed searching but nothing had info o this.

ok i have alittle bit of new news (thanks for the help fcforlife btw) however i had to used a na rotor housing in my rebuild and when i got it there was a hole in the housing, like for a freeze drain plug but no plug and i know that leads into a water jacket. we never pluged it(forgot ) could that leak water into the oil ?

What I am thinking is that when you put the engine together you got some "goop" into the Cooling system passages. It will show up as an Oil film on the water.
