Are you sure the wastegate is closed?

What kind of exhaust?

What kind of intake?

If both your exhaust and intake are open, AND your wastegate is closed, only getting 5 PSI would indicate a bad turbo.

It's pretty hard to diagnose your problem with so little info. What year is the car/engine? What mods have been done to it? How do you know the wastegate is actually closed? How were to testing that boost level? What are you measuring boost with? What gear were you in? How does the car feel? The more info we have, the more likely we can help.

If you still have the original throttle body on the engine, work the throttle and visually make sure ALL the butterflys are opening at wide open throttle.

TurboII engine in a first gen???? Sounds fast. That's just what my first gen needed, another hundred hp.
