Vented headlight covers?
I think Mariah can still stamp your stock headlight covers, and they use a fiberglass back to strenghten the stamp.

Corksport also sells a fiberglass NACA headlight cover for $89.

You can make your own for very little money, but it takes time to do all the fiberglassing, bondo and paint, so get a stock headlight cover from the junkyard, build the scoop you want, then cut the hole in the cover, glue it in, fill it, sand it and paint it. Don't forget to check for clearance with the headlights up and down BEFORE you build the scoop. I decided with mine that making a scoop that went into the cover wouldn't allow enough air to get in, so I built a scoop that protrudes out of the cover, kinda like a small TII hood scoop. You'll be able to get a much bigger opening that way.

That's why my heat shield isn't fully sealed. As long as there's a constant supply of fresh air to it then there shouldn't be any warm engine heated air getting in, but when the headlights are on, it can still breathe. You could also run some piping from underneath the filter to the brake cooling duct to get fresh air that way.
