Vacuum at idle

Vacuum at idle
I only see around 15in at idle at around 1000 rpm, just slightly more than 10 at about 700 rpm idle, (but I do pull 20-22 in of vacuum when coming down in RPM's and leaving it in gear) Are these reading or do I likely have a vacuum leak somewhere?
Also I don't think my BAC valve is working on par, it just takes so long to get the idle back up after I turn on the A/C or the defroster, so I am after a replacement, but could it cause me to have low vacuum readings if it isn't working properly?
Another question...is there a good way to check to see if there is a leak along the TID? Starter fluid maybe?

Stock engine?
16" - 18" for stock engine.
12" - 16" for street port.
8" - 12" for bridge port.
peripheral - forget it
This is all at 750RPM spec.
High RPM will induce higher vacuum numbers.
If yours is lower than those numbers, you either got a tired engine or a vacuum leak.
