It's not a vac line. That hose connects the Air Supply Valve (directly below the hose) to the intercooler (where the ASV gets it's air from). It increases idle speed when the steering wheel is turned to prevent the engine stumbling or stalling from the extra load from the P/S. If you still have P/S it should be connected to the IC (or a pre-TB intake pipe).

Goes to the double throttle diaphram and keep the number two set of secondary throttle plates closed when the water temp is cold. The nipple goes to a water thermo device on the aft end of the throttle body.
Put a hose on that nipple and suck on it. If it won't move the linkage and won't hold a vauum.......just forget about it.
