As far as I know cooling down the engine isn't neccesary or even beneficial to a non-turbo engine. I also dont think it would prevent flooding, unless you just had the car on for a few seconds, in which case you should just keep the car on longer. If your car is routinely flooding, I suggest installing a fuel cut switch and using it to turn off the car.

A turbo timer would cost the same/more than having the injectors professionally cleaned & blueprinted. And that would permanently fix the flooding problems (assuming you have good hot & cold compression).

turbo timer wont fix anything on an NA,
if your flooding its either, leaky injectors or low compression( means high milage motor, getting close to time for a rebiuld!!)
running the engine at idle wont cool it down at all hardly, they call it a "hot start problem" simply because its when the engine is warmed up, not TOO hot....
