I'm in the middle of following the archived writeup on properly depowering your rack. I've gotten to near the end of the Miata tutorial but it appears the Miata rack has a different style of internal seal.

In the pic below I just need to know do I cut off the one with the white band?
Should the other piece on the rack stay on when reassembling? Or does that need to be slid off aswell.
