Question Twin Scroll Actuator Position?

The twin scroll actuator, there are two positions for the little arm. The arm is either pointing towards the front of the car or towards the driver's side. What position corresponds to min and max boost?

Next Twin Scroll Actuator Question

I performed the test on the actuator described in the haynes and shop manual. It says to push the actuator in, put finger over vacume hose to hold actuator. When I did this, the actuator expanded except for the last 1/2" or so. Does this mean it's damaged?
