That canister is the switching actuator for the twin scroll. It should have a pipe coming out of the front end. That is the pipe that feeds vacuum to the actuator when the engine is under 2800 rpm. That canister when it has a vacuum on it pulls the lever on the other end of the canister. That lever closes the twin scroll *flap* inside the turbo housing.

If you mean the twin scroll solenoid is missing/gone/broken.....then the twin scroll in the maifold is spring loaded to the full open position...just like it would be if you were over 2800 rpm, except now its open from engine off to whatever rpms you car can turn.

There is little to nothing to be gained by taking any action at all. As in not tieing the actuator to full open etc. I'm still puzzled by what you meant by the twin scroll is not on your car anymore...then you mention the actuator on the bottom of the turbo. Got me.

lol, sorry about that but I have explained a bunch. and tried even more. Stuff I've tried.

1. checked for vacuum leaks
2. checked for shaft play and how freely it spins (good)
3. Don't have cats so its not clogged.
4. checked for stuck open waist gate (not it)
5. new cans, not it
6. checked for boost leak in the intercooler piping (nothing)
7. need a rotary mechanic

boost guage goes from 20 on the vacuum side to 0 on the positive side. I hear the turbo spin but not hard at all. It doesn't spin up enough to make any differance at all and the bov doesn't even release pressure.

did you replace the engine or anything. what was the last major thing you did? because when your having a boost problem it starts reading vacum. well thats what it does for me.howmuch play is on your turbo, maybe its shot.
