Turbo question S15 ( t28 or T04 )

I had a question,
If i could get a ball bearing turbo off a S15 (t28) would that me a good improvement or should i go directly to a T04.
What are the characteristics of the t28 in any one knows

This has been covered a few times IIRC, T28 turbos are way too small..

Way way way too small....

A T04 suitable for a rotor is so much bigger than a T28 it is just not funny.
