is the housing on a nonturbo engine the same strength as the turbo housing?

Save yourself a huge amount of grief; sell the NA and buy a Turbo.
But if you're a sucker for punishment, do a seach. There's been a million posts on doing this.

If you can't find a Turbo II in acceptable condition, or your car is a convertible, or you're particularly attached to your car you can grab a Jap-spec 13BT to drop in for a fairly reasonable price.

Well if you are doing a really powerful turbo engine... then it might not be all that much better to sell the NA and buy a TII. Normally when you want a turbo, it's a much better, easier, cheaper way to do it (buy a TII) but if you are going to a stand alone EMS, high boost, big power application, then you probably are just as good with the NA. Other than you will probably want to remove the 6ports.
